Entitlement is the work of proving a property can support homes and getting a governing body to agree. Here is how a project moves from a first conversation to an approved plan.
A technical read on the property. Zoning, soils, topography, access, utilities, and constructability, evaluated to determine whether residential development is realistic here.
Lot yield, street and access layout, utility routing, and civil layout. The plan that shows what the property can support and what it would look like built.
Preparing and submitting the rezoning or entitlement application, coordinating with staff, and responding to comments through the review cycle.
Presenting the project to city council, township trustees, planning commission, and county review. Most projects stall here, and this is where having an engineer in the room matters.
Entitlement secured. The property carries an approval for residential use with an engineered concept plan behind it.
Landowners and developers come to entitlement from different positions. The engagement is structured to fit the property and the objective.
CAX can take a project on directly and pursue entitlement at our own cost and risk. You continue using the property throughout the process, and if approval is not obtained, the land remains yours with nothing owed.
You retain full ownership and CAX works as your engineer, handling feasibility, concept planning, and the entitlement application through approval. Scope and terms are set out in a written proposal tailored to the property and your objectives.

CAX Engineering is an Ohio firm led by a licensed Professional Engineer with a civil engineering background and survey experience. We work the front end of residential land development, where technical judgment determines whether a project is viable.
A technically credible read. Feasibility work is only as good as the engineering behind it. A PE led evaluation tells you what the property can actually support, not what someone hopes it might.
Survey experience informs the analysis. Understanding boundaries, topography, and site constraints early prevents problems that surface late and expensively.
We appear in person. City council, township trustees, planning commission, county review. Projects are represented directly, by the engineer who prepared them.
An honest assessment. Some properties are not good candidates for residential development. When that is the case, we say so early rather than billing through a process that will not succeed.
